A Defibrillator is a life-saving machine that gives the heart an electric shock in some cases of cardiac arrest.
If you interact with it, you will receive a shock, and the defibrillator will become chargeless for a while, during which time you cannot use it. After a short time, it becomes electrified and you are able to interact with it again.
If you are holding the defibrillator, you can use it to shock people and objects. If you shock a corpse, it will become a zombie. If you then shock the zombie, they will ignite.
